SYMPTOMS UNDERSTANDING WITH THE GOVERNMENT CASE HISTORY AND COMPARISON METHOD
I. CASE STUDY METHOD
Case studies of learning something that has happened every day there are always events, every day there is a case. But every event there that have value and meaning, there is not. The case study tries to learn the events that have value and meaning for the life of mankind. Case study method used in the MIP (Science Methodology Government) and the MPD (Methodology of Social Research), the difference lies in the steps.
Referring to the opinion of Robert K. Yin, there are 3 types of case studies:
1. Case studies Ekplanatoris
 Having explained the nature of the observed symptoms or cases.
2. Exploratory case study
 Having explore the nature of the background information on the occurrence of a case.
3. Descriptive case study
 Having described the nature of cases seen something of its object, the case studies can be divided into 2, namely:
1) Single Case Study
- A case study of an independent and limited in scope; examples: the resignation of a civil servant
2) Multiple Case Study
- A case study related to one another so that it becomes very complicated; example: an attorney general's resignation.
There are 6 sources of evidence to support the case study research,
1. Document
2. Record archives
3. Interview
4. Direct Observation
5. Observations role
6. Physical device

II. CASE STUDY METHOD
Symptoms and governance is a continuum of events. According to Wikipedia, symptom or phenomenon is an event of anobserved quit literally, something That Is seen. As a continuum, a government-related events from time to time. To study the government as a continuum that contains a series of past, present and predicted future use method in the study of history. Symptoms and government events are ongoing social activities and continue to experience change either in evolutive, evolutive accelerated or revolutionarily. Evolutionary changes are changes that run naturally and freely without a modifier scenario and actors who play an active role to make changes. Revolutionarily changes are basically changes made, thoroughly at high speed. Changes in symptoms and administration of events to follow three trends as follows:
1. Linear pattern
Are the changes that follow a straight line and will never be repeated.
2. Cyclic pattern
Are the changes that follow a certain cycle with a period of time.
3. Spiral pattern
Are the changes that follow a particular cycle but with different nuances.
According Kuntowijaya, social history can be understood through the model:
1) Model of evolution
2) Model the central circle
3) Model intervals
4) Model development level
5) model the long-term, medium, short
6) Systematic Model

III. COMPARATIVE STUDY METHOD
The main focus is apparent in studying the comparative method of study was to compare one institution with other similar institutions. In comparative terms contained the same elements and different elements. Ridley suggested in the study of governance, much easier when used intitusional comparative approach, because basically the government is an organization / institution is a complex format.

1. Comparison between the
Conducted if a want to compare things in one place with a different place.
2. Comparisons over time
performed by comparing between the same object but at different times, so that it can be seen the changes over time.
3. Comparisons between events
Measures comparing an event with other similar events.
4. Comparisons between systems
Measures comparing a system with other similar systems.
5. Comparison between Individuals
Measures comparing an actor with other actors in an equal position.
